Ouimet's Hiatus: Reflections
So my friend Ouimet has decided to take a vacation, probably an extended one. It's really not surprising to me. There isn't alot left to say that hasn't been said already. Personally, I'm not going away, but I also won't post unless I have something to say - which I do at present.
When I started this during the lock out there were some serious problems at the CBC, there still are - but there has also been progress on several fronts and it has become clear that some of the problems are simply not easily solved.
In no particular order of importance:
Problem 1: Staff vs. Contract Employees (what the lockout was really about) - this one is more or less resolved. The ratio of staff to contract is pretty good and cemented in the union contract. The reality is that there are contract employees with no desire to be staff. There are also contract employees who do want to be staff, but if they hang around long enough and do good work, most of them will get there. Related to this is the fact that there are staff people who obviously don't want to be there - to listen to them they seem to hate their managers, most of their co-workers and the corp itself. If this is you, please step aside. Life is too short to work in a job you hate. there are alot of contract people who want your job and are much more enthusiastic about it.
Please note, I will publish no comments with the word 'package' in them unless you're talking about the upcoming holidays.
Problem 2: Senior Management Well, Rabinovich will be gone by 08 - Stursberg will be gone when he is forced out by the board or passes away and likely not before, the rest - who knows, they may be working for CTV or Alliance Atlantis next year. There is no guarantee though that either will be replaced by someone better it could actually be worse and some of them are, I think, doing a pretty good job. My advice would be live with it. No amount of griping is going to change anything on that front I don't think. Liking your manager, or agreeing with their decisions is neither part of the job description or the mandate. When parliament revisits the mandate, hopefully some better guidance will emerge.
Problem 3: How to handle New Media and Emerging Technology: Here they are actually moving in the right direction, more blogs, more pod-casts more on demand video. Could it get better? Yes - they really need to revise their feed rules and be less obsessively possessive about content. The more people that see it the better and the more you let go the more people will see it. More programming needs to be made available and 'streaming' really isn't a substitute for downloads but the market will teach all these lessons sooner or later and it is still the right direction - even if it's by back country roads rather than the freeway.
Problem 4: Involving the public more in public broadcasting: Again, the CBC seems to be moving aggressively in the right direction. The blogs and pod-casts I mentioned are a good start, inviting more citizen participation, user content etc., sounds like it's in the pipe and this will all help no only strengthen democracy by involving the public more in news and current affairs but, if handled fairly and openly will build stronger audience loyalty. I still think a big push behind a reinvigorated Zed would be a good idea though.
Problem 5: Content I don't like everything on CBC, but that was never a requirement. Like everyone else I get to vote with my remote, my radio tuner and my mouse and things that don't get enough votes will die. I'd rather see less British and US programming and I'd like to see the CBC add free (in all mediums) but it seems the public, or at least those in the public that I've heard from, don't agree. They like the Simpsons, they like Coronation Street and Doctor Who and they don't mind the ads. Besides, going add free or all Canadian would take alot more money and we haven't gotten to that bit yet. Can we have a Canadian film night though? I mean show whatever on Saturday and Sunday but maybe on Mondays or something - award winning and nominated Canadian cinema, that would be cool.

As for television, let's face it - prior to the lockout it wasn't exactly Beatlemania and since the lockout it's fairly anemic. But, Canadians love the CBC, I talk to people every day who will go on forever about how much the Ceeb means to them (and they mean television too) - so I think it's really more a matter of building awareness of what the CBC does, what it offers and the various ways it's now offered and I'm working on that as well.
The CBC is not now, nor will it ever be, what I'd ideally like it to become. I'm not in charge of it, and even if I was I'd have some constraints to deal with that would make creating 'an ideal CBC' very difficult. But, many of the problems that existed when I started this blog have gone away, or are simply not winnable battles. I am going to be working on a project - or two in 07 that I think will be worthwhile and still in the spirit of public broadcasting.
I am not going on hiatus, but I will certainly be listening more than I speak and I will be alot more involved in doing than talking.

Throwing open the gates:

I've tried this before, and nothing really came of it, but it's time to try it again. There are very real limits to what this site can become if there is only one person working on it and those limitations are becoming more and more obvious.
So, whoever you are, whatever you do, if you would like to participate in publicbroadcasting.ca and help make it far more than it is, please fill out this form and let's get to work.
Those who want to contribute ideas are certainly welcome, but those who are willing to help make things happen - whether you have 1 hour a week to contribute or 40, are the ones I am looking for. As far as the direction of the site - what it should be - I certainly have ideas, but for now I'm putting nothing on the table and taking nothing off. It will be decided by the people willing to make it happen.

If you were in charge?
I've hear alot of criticism of CBC's management on various blogs and live and in person from various people. Obviously I too have been critical of the Direction of CBC management at times. In all honestly though, many (not all) of the changes I have advocated are either in place or in the works. I'm not nearly as skeptical as I was a year ago. I still things they could do better, things they could do smarter, and projects I think they should take on, but for those of you who still complain (usually anonymously) about 'management' I'd like to know: If you were suddenly in Rabinovich's seat and had absolute control over the corp, with the same financial restrictions, what would you do differently?

Changes at CBC News
Proposed changes in CBC News have generated alot of commentary. For me, it comes down to this:
There is a divide in media, how it is created and how it is consumed.
The traditional audience is still there, people who simply want to sit back and let media wash over them. They tend to be older and so the numbers for this audience go down daily. Many (perhaps most) don't even have a computer, or if they do they use it for work and that's about it - send some emails, make a power point presentation etc.,
This is the audience that many media people are used to dealing with. They simply consume media, they like it, or they don't, they are uninvolved and anyone who works in media, in any capacity, is as far removed from them as Tom Cruise or Oprah. There is a recognized wall between the two. There seem to be many in media who like it this way and would do anything possible to get it to remain this way.
Then there is the new audience, they do not just sit back and consume (although they consumer it ravenously - up to 20 hours of media a day), they are involved. They frequently create their own content. They ask questions and give feedback to those who create content. They don't recognize the wall between themselves and content creators and if they find a wall they will frequently just turn around and ignore whatever is on the other side of it (for those of you in media that means turning off your program.) They not only have a computer, they have an iPod, perhaps video iPod, cell phone, digital camera ... This audience tends to be younger, but it is not just kids - there are many people 40, 50 and up joining this group and is growing rapidly.
This is the audience that media people have to get used to. The wall is gone. Just imagine your cube, edit suite etc., being right out on the sidewalk where people feel free to come up and put in their 2 cents. It is the kind of access the new audience expects and if they are denied, if they are shut out and not responded to they will simply walk away and create their own media (though the quality varies all they really need is a computer).
Does that mean that professional journalists or television producers, or radio hosts are a thing of the past? Hardly. As I said, the new generation consumes more media than ever. But it does mean that you have to have a different relationship with your audience than you did before. It means that you have to face your audience on a regular basis and take seriously what they have to say about your work. You have to build community within your audience. Ideally, it means that the content you produce is thought provoking enough that users will generate their own content (blogs. links etc) based on yours so that their friends will visit yours as well.
What was called for yesterday, as I understand it, was not citizen journalism (citizens doing the job of journalists) but civic journalism: According to Wikipiedia
Which is exactly what I'm talking about, and exactly the right move - a project that should have been started already.

The civic journalism movement (also known as public journalism) is an attempt to abandon the notion that journalists and their audiences are spectators in political and social processes. In its place, the civic journalism movement seeks to treat readers and community members as participants. With a small, but growing following, civic journalism has become as much of an ideology as it is a practice.
Which is exactly what I'm talking about, and exactly the right move - a project that should have been started already.

Whatever Else Happens
Surely, there are many problems facing the CBC and there are varying opinions on what exactly needs to be fixed and the best way to go about it. Virtually all serious observers though agree that regardless of the problems and solutions that the CBC is going to need more money - preferably alot more money if only so we can stop having the funding discussion.
And so, I have decided that this is the first problem that should be tackled. What exactly should be going on the CBC's air, how much of it and when are all issues that can be debated but prior to the Heritage Committee Hearings next year I would like to get as many signatures as possible on this petition which calls on Parliament to simply double the funding the CBC receives and then set that funding to rise with the rate of inflation.
In total the petition reads:
To the Standing Committee on Canadian Heritage (CHPC);
Whereas the CBC's funding has declined by 33% since 1990
and Whereas the CBC currently receives 1/3 to 1/4 of the funding received by the BBC - while being required to cover a larger geographical area in multiple languages
and Whereas while the CBC's funding has dwindled, the cost of doing business has steadily gone up - not only in terms of inflation but in terms of technology and the competitive market for viewers and listeners
and Whereas accurate, balanced, informative news and current affairs programming is perhaps more important now than at any point in human history
and Whereas in a global media marketplace the Canadian voice in terms of arts and culture is at risk of being drowned out, even within Canada
and in recognition of the love and respect Canadians have for the CBC as a source of information and entertainment as well as a national treasure, a historic record keeper and a cultural institution,
We, the undersigned urge the members of the Standing Committee on Canadian Heritage, the Prime Minister of Canada and the larger Parliament to immediately and permanently double the annual funding received by the CBC from the Government and taxpayers of Canada and to include provisions that will see this funding rise with the rate of inflation.
With funding set at this level, virtually any decisions made with regard to content will be achievable and the CBC will once again have the capacity to carry out it's mandate.
I urge everyone to call or email friends, neighbors, family, co-workers and anyone else you can think of and urge them to sign it as well.

A Word From the Boss
Between the lockout, press criticism, layoff talk, attacks from the ultra-right wing of the Conservative party, heritage committee hearings, CRTC hearings and the pressures of a regular work day I thought that all of you working hard for the CBC and Canada all across the country and in the foreign bureaus could use a little pat on the back from the boss.
By boss I don't mean your supervisor, or Mr. Rabinovich, the CBC's Board of Directors, or the government but the people of Canada - the one's you really work for (in more ways than one.)

A final word on the CBC watch folk.
There have been alot of us thinking and talking for over a year now about how to fix/improve the CBC. As part of this there was this idea that all points of view had to be taken into consideration, that even people like those who post regularly at CBCWatch could be brought on board if we took the time to understand their issues. This, it turns out, is not true.
First of all, there are very few of these people. They are a minority within a minority. They are obviously Conservative. But even Bev Oda, Harper's own Heritage Minister said (in a very nice form letter) "The CBC is and will remain Canada's national public broadcaster, operating radio and television services in both English and French." So, although there is some concern over what changes the Conservatives might like to make at the CBC, it appears a certainty that they're not out to kill it. Even within the minority Conservative party there are not enough of these people to hold sway and if their opinions are not terribly important within their own camp, why should they be important to me?
Secondly, they don't have any issues to address. They don't like the CBC, they believe it is biased and they want it to be shut down. On the last point, as I've said, it's not going to be shut down, so we'll skip that.
As to their belief that the CBC is biased: I know too many CBC people and too much about the organization and how it operates, especially within news, to give this a second thought. I do not know the political affiliations of people in the newsroom. But I do know that they all, first and foremost, believe in truth and common sense and I know that not one of them would pass on a good story because of their own personal politics, nor would any of them fabricate facts in order to push a political agenda (either could mean the end of their journalistic career.)
The accompanying complaint is that they don't want to pay for a government service that they don't like. I've thought about this and decided that that's just too bad. The Government does alot of things, some of which I like, some of which I don't but just because I can get a few friends together who also don't like a particular program doesn't mean the Govt. is going to shut it down.
The number of people who don't want their tax dollars going to fund the war in Afghanistan is considerably larger than the number who don't want to pay for the CBC, but I don't see any swift withdrawal. The number of people who don't want their tax dollars going to fund subsidies for auto manufacturers is considerably larger than the number who don't want to pay for the CBC but the subsidies seem to be there year after year.
I would never argue that because something is a minority position that it's wrong but I would also never argue that because something is a minority position that it's right. I, and many others, have done due diligence on this. We've read their arguments ad-nauseum and they do not have a point, they have nothing constructive to bring to the table and you cannot negotiate with someone who is willing to offer nothing, you don't have to negotiate with someone who has no power and you can't be inclusive with someone who wants nothing but for you to leave them alone.
Every day I talk with Canadians across the country and even Canadians abroad who love, value and treasure the CBC. These are people from across the political spectrum - Liberal, Conservative, NDP, Green and more. I even hear regularly from Americans and Brits who love the CBC and learn about Canada through it's web offerings and from broadcasts that spill over the border. These people, I am convinced, vastly outnumber the CBCWatch folk and have just as much, if not more, passion.
So, I won't bother with them anymore. Sure the CBC can stand criticism and I will continue to find and publish criticism from serious folk. Kudos to the Den, O'Leary not so much
Congradulations again to Dragon's Den. If the CBC had a hit this fall, Dragon's Den was it. I'm looking forward to next season.
That said, if you lost Kevin O'Leary it would be better. I don't care about O'Leary's politics and I don't care what he does with his money however he lacks basic civility. Perhaps he want's to be the Simon Cowell of finance. But he is frequently unnecessarily rude and belittling to people. If someone presents an idea that you don't like you can do nothing, or you can tell them why you don't like it, or you can tell them that you don't like it but not why but when someone presents you with an idea they love calling them "crackhead" (one of his apparent favourites) is completely uncalled for. It may be a TV show, but these are real people (the contestants that is, O'Leary I'm not sure about)
Perhaps he'll wake up on Christmas morning, glad that he's alive and the ghosts are gone and buy Tiny Tim's family a goose, but otherwise please put someone else in his chair next season.

Plug for a friend

The Toronto group exhibition is on until Tuesday, November 21 at the OmyGallery 1140 Queen Street West. There are also still copies of the book for sale and submissions are being accepted for the next round.

Back to the Campfire Media
For most of the history of media it was done by people, live people, in front of an live audience. Long before anyone even invented the stage people sat around campfires, told stories, sang songs maybe did some dancing. It was also the birth of celebrity. Everyone wanted to be the storyteller, the best dancer but it was interactive. Everyone knew the storyteller, everyone got a regular opportunity to be the best dancer. People could ask questions, make points, give suggestions...
The stage separated audience from performer to an extent, but not alot. The performers were still live people, a few feet away and were real people that you could know (if you associated with that sort.) If you had the bug you could even try your own hand at the stage. Books came next, but until the last few hundred years it was primarily the bible and few could read anyway. There were few 'famous' authors and part of what print accomplished was giving people new stories to tell and subjects to talk about.
Electronic media significantly shifted the paradigm. With film, radio and television the performers were not there with you. Chances were you didn't know them, would never meet them and (outside of Kings, Popes and a few Generals) we had the worlds first true international, household word kindof celebrities.
But people don't change as rapidly as technology does. People still want to be the storyteller, the best dancer and if they can't be they do want to interact directly with the people who are. The international, household kindof celebrities do not lend themselves to this (how could they)? This leads us to the cult of celebrity - the obsession of a great many people with those they will likely never meet and the obsession to become those people themselves. People want to, at the very least, believe these people are like them, or they want to become like these people. They want to believe that this people share their thoughts, their beliefs, their tastes and their experiences.
Then along comes the internet and things are suddenly headed back to where they started - people now can interact with celebrities, what's more they can become the storyteller and the best dancer and the hit counter, the myspace friends list, etc., will tell them how they are doing. You may not actually meet your favourite movie star, but by signing up for one list or another you can get messages from them (ok not personal ones, messages that go out to thousands of others at the same time but still...) Whoever you are, whatever you're like you can find people around the world who share your thoughts, beliefs, tastes and experiences.
If you look at what's been working in media for the last decade or two I believe it bears out my theory;
Reality Television: real people in real situations (at least that was the promise) and for a time people bought in. Canadian Idol, for example, promises to take someone from obscurity into pop stardom - an 'idol' of the cult of celebrity. admittedly this is starting to wane as people realize just how little reality is involved in reality television.
Talk Radio (and television) especially call in shows. Whether it's someone you agree with or someone you love to disagree with these people are on the air actually talking with, interacting with, their audience.
Myspace: As mentioned above, you can rack up thousands of 'friends' around the world, put your favourite famous people at the top of your 'friends' list and use the various features to try to become the storyteller and best dancer in the tribe.
Youtube: Now you can be a movie star or great director at least in a micro-way - ok you might now win an oscar, but having thousands of people watch the video you made with your cell phone is a good start.
Blogging/Vlogging/Podcasting: Same points really - storytelling, interactivity, hit counters...time to stop repeating myself.
I'm not a psychologist, or a cultural anthropologist. I do not have a long term study or even a focus group to back me up, it's just a theory but one I think people in media may want to think about when deciding what to send over the airwaves, and especially when building web sites (because they offer more opportunity for interactivity) to support that broadcast content.
On Edit: An afterthought to illustrate this point further: (and this may just be me but...) Put me in a pub or a coffee shop with a handful of intelligent, creative people who like to talk and I will have far more fun than I have ever had watching anything that has ever been on television.

Kudos to Dragon's Den!
While it's still not drawing the requested 1 million viewers, according to Canoe it is headed in that direction - Drawing 547,000 for episode 6 last Wednesday. Which represents a 250% increase from episode 1. Congratulations to everyone involved.
Why didn't the Liberals Think of this?
This spring, Rick Mercer will host a star search for Canada's next top leader. 18 to 25 year olds are urged to submit a 3 to 5 minute videotaped speech (to the CBC rather than YouTube) with their 'prime ministerial message'.
The article on the CBC's web site neglects to mention that while people identifying themselves with the Green Party will be allowed as candidates, they will not be invited to debate with representatives of the other parties.

Only is the new 4 Letter word
In response to Ouimets blog about the CBC myspace and some of the resulting comments I felt compelled to point out something that should be obvious.
If you're in media, any media (film, tv, radio, print, web...), you can no longer afford the word 'only' when referring to any chunk of your audience or potential audience. As the 'million channel universe' and the world of 'everything on demand' unfold the audience will become more and more divided.
It's simple, if you have access to all of the programming ever produced anywhere in the world how good will something have to be to get your attention? What's more, because we have been advertised too so heavily most people have become fairly jaded by it. Word of mouth is already the only consistently reliable form of advertising. If a friend, family member, co-worker etc., tells you something is good you will be much more likely to investigate. This is only going to become more true as time goes on.
This is not some far fetched fantasy of the future, it is now. Every day, largely through the internet, more and more programming is available to people worldwide and unless Canada is going to build a system of filters and firewalls similar to China's the CRTC can do very little to regulate the flow. If the CRTC says to Internet Broadcaster X - you can't do that in Canada, Internet Broadcaster X just gets a new web site in the US, or England, or..wherever moves the site to the new server and resumes as usual.
Audiences must be carefully cultivated, moved to loyalty and jealously guarded. The CBC is probably in a better position than anyone in Canada to do this, but you can no longer afford to say it's only ___ viewers.

Why no (N)
We get the Saturday edition of the Toronto Star every week, so we get the Star Weekly (the Star's low budget version of the TV Guide). When the Star lists programs it uses a (N) to indicate a new episode. If the (N) is not there you can assume it is a rerun. Now, I don't know who pissed of who at the Toronto Star. My memory could have failed me or I could not have paid close enough attention but I do not recall seeing a single (N) next to a single episode of a CBC program this year including episodes I knew for a fact were new. Which means that people who rely solely on the Star Weekly for guidance in such matters do not know that any new episodes of any programs have aired on the CBC - in terms of ratings, that could be a problem.

Time for a shareholders meeting!
In the discussion of the future of the CBC there has, appropriately, been alot of focus on the Heritage Committee. I have weighed in with some opinions (obviously), we've heard from Ouimet, Michael Geist, Charlie Angus, Tod Maffin, and many others. As interesting and enlightening as many of these discussions have been, they are not enough.
On October 19 I said that I was going to try to find CBC viewers and fans, one at a time if necessary. So far, so good. the Button is finding it's way around the net. 947, as of this moment, MySpacers have befriended the CBC. There has been an interesting survey, and a few conversations.
Now, while keeping all of this up, I'm pushing the new google group. This has been tried before, with limited success but this time, I hope, will be different. While people who work at the CBC and follow it closely are more than welcome - this time I'm aiming it at CBC shareholders: from casual viewers, listeners and web surfers to the arts community and content creators.
These are the people that ultimately own the CBC. They have a large stake in it and more than the Heritage Committee, the CRTC or the board of directors they have the power to reshape the future of the CBC.

Tessa's Return
During the lockout Tessa Sproule ran a blog titled simply I've Been Locked Out. It's gone now but it primarily recapped the best of that days blogs from everyone else. So, you posted and then the next morning you went to find out if 'Tessa liked me today'. She was the ultimate judge of what was worth reading that day and she was usually right.
Anyway, Tessa is on maternity leave now, but she resurfaced on Teamakers today, with just a comment: (In it's entirety)

Anonymous #3 (if that's your REAL name) … You've nailed the real issue – that as a public broadcaster, the CBC is "no longer part of the national discussion."
While some may argue that's not always the case (the fifth estate's story on lotteries being the most recent example), it's true that much of CBC's programming isn't top of mind for the majority of Canadians.
But what do we do when our "national discussion" is not just dominated – but let's admit *consumed* by ideas, images and news from the U.S.?
Public broadcasting in this country was created to provide a space where Canadians would find news, ideas, culture… stories of their own, amid the din of American voices (which comprised of only a couple of channels way-back-when, imagine that!).
Sadly, when it comes to supply-and-demand, the numbers show that Canadian-produced television suffers miserably …

"Supply-and-demand" is soooooooo two and a half decades ago.
While we all engross ourselves in the latest ratings, we fail to recognize how the distrubution system upon which our entire industry is built is crumbling beneath. We can bemoan the number of eyeballs drawn to the lastest shiny icon on the stage, but fail to see the world of opportunity opening up outside our arrogant theatre.
Looking for the "national discussion?" It's not happening inside your television, or on your radio, or on the web. It's happening in 15 million homes, in 30+ million individual heads.
It used to be that you could broadcast one idea to many. Today, we live in a state of the hyper-individual, where the 'many' have shattered into a gazillion fragments, able to find what they want, where they want, and when they want.
If there is to be a "national discussion" in such a labyrinth, the CBC is the logical place to host it.
Unfortunately we've been preoccupied with the shiny stuff on the stage of late.
But I still think it's too early to say this place is fucked.

Poll
So, survey #1 is wrapped for now, not a long one - but since it has been mostly the same people, having very similar conversations about the CBC for awhile now I thought some fresh perspectives might be a good thing. I still do and will try to get some of the Myspace folk in on the conversation as best I can. So, of the respondents to the poll which is not in any way scientific and doesn't have enough of a sample size to even mention margin of error:
The Average Age was a whopping 30.4 (not typically CBC)
Almost half were from Ontario (not suprising)
85% identified themselves as regular viewers of CBC-TV
64% identified themselves as regular listeners of CBC radio
69% said they visited the website regularly (you'd think that number would be higher than the TV viewers)
60% Were comfortable with Advertising on the CBC
79% Were comfortable with professional sports on the CBC
79% would support increased government funding (Give us commercial free, government sponsored hockey - welcome to Canada!)
Shows
36% Had seen Dragon's Den and gave it an average rating (on a scale of 1 to 10, 10 being the highest of 5.9
81% had seen the Hour and gave it an average rating of 7.9 (not surprising given the average age of 30.4
21% had seen Gill Deacon (given that it's daytime and had just started, again not suprising) and gave it an average rating of 6.6
43% had seen Intelligence and gave it an average rating of 6.8
17% had seen Jozi H (again age 30.4 with a show on Friday night) and gave it an average rating of 4.9
26% had seen Rumours (no excuses) and gave it an average rating of 4.8
As I suspected, 86% said, in one way or another, that their primary source of information about the CBC was the CBC itself - TV, Radio or Web (sorry Mr. Doyle) - so in order to get people watching the CBC, it's important to first get them watching the CBC
As to the overall direction of the CBC, respondents were asked to rate it from 1 to 10, with 1 being going downhill fast, 10 being improving by leaps and bounds and 5 being same as it always was and the average rating was 5.9 - so, if the CBC is going in a bold new direction, your average 30.4 year old isn't seeing it.
A few other notes:
-Not surprisingly, the Hour, Mercer and This Hour has 22 minutes were the most frequent picks for favourite show.
- When asked what they wanted to see more of on the CBC answers were all over the map, when asked what they wanted to see less of there were a wide variety of answers, but reality TV and foreign content (US or British) were frequently mentioned. A full 19% mentioned Reality TV as something they wanted less of and 12% specifically mentioned US or British programming.
A few other notes:

Love that Gill Deacon is on the CBC. Would love her show bring her ideas of the things that regular people can do to really make a difference in the world. Like her tip on the halloween chocolate and so on. I think from what I see so far the CBC is going in the right direction.
